發(fā)布時間：2017-08-26 11:24:39（一）代理證明《代理出口貨物證明》是外貿(mào)企業(yè)代理委托方出口貨物后，到退稅機關(guān)申請開具的證明。外貿(mào)企業(yè)辦理代理證明后，將關(guān)單、核銷單、外銷發(fā)票及代理證明交委托方，委托方據(jù)此配單報退稅。若外貿(mào)企業(yè)自營出口貨物與代理出口貨物在同一張關(guān)單上的，外貿(mào)企業(yè)應(yīng)將關(guān)單、核銷單、外銷發(fā)票復(fù)印一份，并在原件和復(fù)印件上標(biāo)注出代理出口貨物和自營出口貨物，退稅機關(guān)審核后，在復(fù)印件上加蓋公章。辦完代理證明后，外貿(mào)企業(yè)自營出口貨物使用原件申報退稅，將退稅機關(guān)簽章的復(fù)印件交委托方申請退稅。辦理代理出口證明時，外貿(mào)企業(yè)應(yīng)提供以下資料：出口貨物報關(guān)單、外銷發(fā)票、核銷單、代理出口協(xié)議副本或復(fù)印件、申報盤和申請表、委托企業(yè)營業(yè)執(zhí)照副本或復(fù)印件。（二）補辦報關(guān)單證明出口企業(yè)貨物報關(guān)出口后，如果出口貨物報關(guān)單（退稅聯(lián)）在申報退稅前不慎遺失，可向海關(guān)申請補辦。但向海關(guān)申請補辦前，須先到退稅機關(guān)辦理《關(guān)于申請出具（補辦報關(guān)單）證明的報告》以下簡稱《補辦關(guān)單報告》），然后憑此報告，到海關(guān)申請補辦出口貨物報關(guān)單（退稅聯(lián)）。出口企業(yè)在辦理《補辦關(guān)單報告》時，需先填寫《補辦報關(guān)單報告》，并提供以下憑證：其他聯(lián)次報關(guān)單（若全部聯(lián)次遺失則不提供）、收匯核銷單（退稅聯(lián)）、外銷發(fā)票、運單或提貨單。（三）補辦核銷單證明出口企業(yè)出口貨物收匯核銷后，若在申報退稅前核銷單遺失，可向外匯管理局申請補辦收匯核銷單（退稅聯(lián)）。在向外匯管理局申請補辦核銷單前，應(yīng)先到退稅機關(guān)辦理《關(guān)于申請出具（補辦外匯核銷單）證明的報告》（以下簡稱《補辦核銷單報告》），然后憑《補辦核銷單報告》到外匯管理局申請補辦核銷單（退稅聯(lián)）。出口企業(yè)辦理《補辦核銷單報告》時，應(yīng)填寫《補辦核銷單報告》，并提供以下憑證：出口貨物報關(guān)單（退稅聯(lián)）、外銷發(fā)票。
